Tuition and Fees
The tuition rates listed below are accurate for 1998-99. The University reserves the right to change the tuition rate and fees at any time without notice in advance. Current fee rates are published each term in the Schedule of Classes and are available on-line at http://www.ba.pitt.edu/irweb/tuition/tuithmpg.htm.


Application Fees and Tuition
Application Fee

An application fee of $30 must accompany the application for admission. Students applying from abroad are required to pay an application fee of $40. This fee is non-refundable.

Tuition
Graduate students are billed per credit for the first one to eight credits and a full-time flat rate for nine to fifteen credits in Fall and Spring Terms.

No student is permitted to register for more than 15 graduate credits without specific permission from the Assistant Dean of Graduate Studies. If granted, the student will be assessed the flat rate plus a per- credit charge for each credit over 15.

Students registered during the Summer Term will be billed on a per-credit basis only, regardless of the number of credits taken.

Full Tuition, Graduate Programs, FAS
Graduate students enrolled for nine to fifteen credits are considered full-time and pay $8,254 per term. Graduate students enrolled for one to eight credits are considered part-time and pay $680 per credit.

Deferred Tuition Payment Plan
A deferred tuition payment plan is available to students in good financial standing carrying three or more credits. This plan allows the student to pay tuition costs in as many as three equal payments, depending on the billing date. Financial Obligations
The University of Pittsburgh has the right to withhold services if a student defaults on any financial obligation until repayment arrangements have been made that are satisfactory to the office or department to which the debt is owed.

Eligibility for Reduced Tuition
Reduced Tuition, Graduate Programs, FAS. The tuition charge for those students who qualify under the University's guidelines for determining eligibility for reduced tuition rates is $4,009 per term for full-time graduate students (nine to fifteen credits) and $329 per credit hour for part-time graduate students (one to eight credits). The difference between full tuition and reduced tuition is provided through an appropriation from the Commonwealth of Pennsylvania. Any further questions related thereto should be directed to the Student Ombudsman Office, G-12 Thackeray Hall.

Tuition rates for the University of Pittsburgh are based on whether or not the student is a permanent resident of the Commonwealth of Pennsylvania. A higher tuition rate is charged to nonresidents. A student who has lived in the Commonwealth of Pennsylvania for a continuous period of 12 months immediately prior to enrollment at any college or university in the state may be eligible for reduced tuition rates. To be eligible, the student must be a citizen of the United States or have an immigrant or permanent resident visa. For a student under 21 years of age, both the student and parents or legal guardian must reside in Pennsylvania.

Copies of Guidelines and Procedures for Determining Eligibility for Reduced Tuition Rates are available upon request from the Student Ombudsman Office, G-12 Thackeray Hall. Any admitted student may petition for reduced tuition rates by supplying convincing evidence for review by the Student Ombudsman Office.

To be effective for a particular term, petitions must be submitted within the first 30 calendar days of the term. NO DUE DATES WILL BE EXTENDED NOR WILL LATE PAYMENT OR LATE REGISTRATION FEES BE WAIVED FOR ANY REASON RELATED TO THE DETERMINATIONS OF ELIGIBILITY FOR REDUCED TUITION.

Only the Student Ombudsman Office may evaluate eligibility for tuition purposes.

A student who changes his/her domicile from Pennsylvania to another state must promptly give written notice to the University.

A student under 21 years of age must report a change in his/her parents' or legal guardians' address.

Students who are found eligible for resident tuition rates at the time of initial classification due to an error in classification are subject to retroactive reclassification as nonresidents and are responsible for the payment of all related tuition and fees. Students who are found eligible for reduced tuition rates as a result of facts concealed or falsified at the time of initial classification are subject to University discipline and legal action and are responsible for the payment of all nonresident tuition and fees, including legal fees.

Mandatory Fees
Please note: These fees are correct for the 1998-99 academic year and are subject to change. Fees during the summer may vary.

General Student Activities Fee. This fee for undergraduate and graduate students is collected from all full-time and part-time students each term or session. This fee is established separately for each of the campuses of the University.

General Student Health Fee. Since the Fall Term 1990 (91-1), the student health fee has been mandatory for all full-time students at the Pittsburgh campus. Similar fees, where established, are mandatory for the regional campuses of the University. The fee covers all services offered by Student Health Services except certain elective procedures, injuries, and medication. Part-time students may elect to pay the student health fee each term or session, or to pay for student health services as used.

Computing and Network Services Fee. This fee provides the required funding for upgrading and maintaining the University's computer systems, equipment, and facilities. The fee is mandatory each term or session for all full-time and part-time students, as approved by the Board of Trustees.

Safety, Security, and Transportation Fee. This fee, approved by the Board of Trustees, is a mandatory fee each term or session for all full-time and part-time Pittsburgh campus students. The fee provides funding for campus transportation/transit services, including fixed shuttle routes, free transportation on all Port Authority Transit (PAT) buses within Allegheny County, expanded handicapped/disabled transport services, a night on-call van service, and security lighting.

Special Service Fees
The fees listed below will be assessed to students who fail to take appropriate action on or before a published deadline associated with that particular service. All services rendered prior to published deadlines will be processed without charge. Deadlines are published for each term/session in the Academic Calendar, Schedule of Classes, and Financial Statement, as well as in various school and internal departmental publications.

Title IV Refund Policy
Adjustments to tuition charges resulting from official resignations are based on the effective date of resignation and in accordance with the federally mandated calculation.

The calculation is based on the period of enrollment completed. That percentage is computed by dividing the total number of calendar days in the term into the number of calendar days completed, as of the date of student notification. The percentage of Title IV assistance to which the student is entiled (has "earned") is equal to this percentage of the term completed, up to 60%. If the resignation occurs after 60% of the term is completed, the percentage is equal to 100%.

The amount of Title IV aid which must be returned is based on the percentage of "unearned" aid. That percentage is computed by subtracting earned aid from 100%. The University is required to return the lesser of 1) the unearned aid percentage applied to institutional charges or 2) the unearned aid percentage applied to the total Title IV aid received.

The student is required to return the difference between the amount of unearned aid and the amount returned by the University. If the student (or parents in the case of PLUS loans) is required to return a portion or all of their loan proceeds, the calculated amount is to be repaid according to the loan's terms. Students must return only half the amount of grant funds calculated.

Funds are returned to the following Title IV sources in order of priority:
1. Unsubsidized Federal Family Education Loans (FFEL)
2. Subsidized Federal Family Education Loans (FFEL)
3. Federal Perkins Loans
4. FFEL PLUS loans
5. Federal Pell Grants
6. Federal Supplemental Educational Opportunity Grant (SEOG) program
7. Other Title IV assistance for which a return of funds is required
8. Other federal, state, private, or institutional financial assistance
9. Student
